Not an expert...
I think players from non EU countries that are within EFTA (European Free Trade Association) and EEA (European Economic Area) count as EU players.
"The EEA is based on the same "four freedoms" as the European Community: the free movement of goods, persons, services, and capital among the EEA countries. Thus, the EFTA countries that are part of the EEA enjoy free trade with the European Union."
EFTA countries : Iceland, Liechtenstein, Norway and Switzerland.
EEA countries : Iceland, Liechtenstein and Norway.
If I understand this correctly players from Iceland, Liechtenstein and Norway count as EU and players from Switzerland count as non EU. Not 100% sure though. Might be some other agreements involved as well...
