I can't explain either, but from what I gathered, FFP may as well be a moot point and can not be effectively enforced with the many loopholes it has. Berlusconi certainly can spend if he wants to, but he just doesn't, and is simply using FFP as a convenient excuse.

Bascially FFP only restricts team from spending the amount they earn for the first few yrs while disregarding their expenses bill. But clubs must show improvement in cutting their expenses. 3. An injection of money from owner is allow but it will be for the shares of the club and not a loan.

Barcelona actually can't spend that much anymore though, as they are trying to comply with the new rules. They will no longer get into debt to buy new players. But I have no idea what's going on with clubs like PSG and Man City.

Like I said many times, I think the FFP will only hurts the mid table clubs while big clubs like Chelsea, Real, City, PSG and even Barca won't be affected by much.
