I'm not surprised Berlusconi is angry at Galliani. I've said many times here that Galliani is guilty for our bad financial situation.
I'm not going to write the same stuff all over again, but it was an absolute madness to extend a 33-year old contract for 4M salary. And it wasn't just one, but two of them. That's 16M after taxes! We actually should take care of our veterans, but to give them a 4M a year when their input is practically zero is just..wrong. No matter how many "good" deals Galliani managed to make, a most of them just looked good. Take Flamini for example: at the time we took him he was among three of the best holders in the world and he came for free; but many people overlooked the fact that his salary was big, and that's why Milan (and not some other club) got him. Through the years, Flamini was never seriously considered as a starter, and yet his salary was always among the highest here.
As for Ibra 40M offer: don't think we'd spend that money on transfers. As simple as that.
