I think it's a question a lot of people ask somedevil, I know I do too. It's not like these guys haven't shown a lack of capability as all of them have achieved a level of success in their careers after Milan.
I'd maybe argue that right now, Filippo Galli is one of the biggest success stories of old players doing something of value in the club, as he's overseen the youth development project.
I think it comes down to those at the top, specifically Berlusconi and even more Galliani not wanting to cede any level of control or have anyone who could potentially be a threat. It's unquestionable that Maldini would be seen as a major threat to undermining their position, again mostly Galliani's, given his understanding of the club and his outspoken nature.
