Well, I didn't compare Modric to Pirlo, I just want to be fair.
I think El Shaarawy is more talented than Merkel.
The best thing about Merkel is his professionalism. The diligence in training makes his confidence in real matches. However, he doesn't possess any special skills.
El has the speed, longshots and a tricky right leg. Those things can be imitated, but can't be learnt.
Life is not fair. There are people with born talents while there are talentless (or less talented) ones. The latter still can reach the top, but it will be much more difficult.

sometimes its not a question of lacking talents, but of having talents that are not so obvious. A player could be average in the physical aspect of the game but he could be an expert at reading the game but end up being overlooked because of the emphasis on the physical and technical sides of the game. Or he could be a player with brilliant vision but not have the coaches and players around him to notice and take advantage of it. So what ends up happening is that the players with dribbling ability, ball skills and speed get all the rage while the ones with the not so obvious talents either fade into obscurity or work hard and if they are lucky they eventually make it.

I'm not too concerned about Merkel's half being sold, the player himself has said he wants to return to Milan, and I'm sure the club still see him as a huge asset for the future. I think Preziosi knows this more than anyone, and his reason for wanting Merkel is he wants assurances that he doesn't lose out on a deal for El Shaarawy.
This deal doesn't strike me as similar to the ones for Borriello or Astori. These players were half sold to Genoa and Cagliari, but on our part I doubt there was much consideration to bring them back for a future at Milan. Borriello had his explosive season at Genoa and therefore was retrieved at a high cost, and it looks like it could be similar for Astori. With Merkel, the club are clearly aware of his value and potential already, and therefore any deal with him in would have been made with a view to bring him back in the future.
I think if Borriello only scored about 10 goals that season, he would not be call back. Same goes for Astori and Antonelli, both were basically gave away, as not anyone in Milan thought about getting them back. Diff., is Astori is still co-own where Antonelli were sold for like 500K.
Personally, I would not think too much about these co-ownerships deals, as I am sure Milan has the upper hand over Genoa any day. The problem I has is the fact that if Milan is really going after someone like Witschel for depth/15 mil, while giving Merkel away to Genoa, as both of them are players coming off the bench and I don't think Witschel is that much better than Merkel. Thats just does not add up. Anyhow, thanks gosh, Witschel rumors is quiet these days.
In regards to players ability. I think in the modern game, physical abilities is a must for all players these days. As the games are just getting faster and faster. Even Barcelona got get speed from Pedro, Messi, Iniesta and D. Alves. It will be extremely tough on players like Pirlo or Slowdorf(says they are just 21), breaking into any top sides in the modern game. Now I am not saying speed and willingness to run will make a great footballer, in the modern game those are pretty much entry standards to be a great player. Put it this way, a player/midfielder might got the best vision and great passing skills, but I doubt any manager would let him play in their starting 11 if he is slow and weak physically.
