Who's counting the 8 seconds? When does the count start? Is the count in the referee's head so he just blows the whistle when he feels like it? When does he start counting? Immediately after a GK had the ball or does he give him a couppe seconds to get up? 

In theory, ok. But in reality, this will be an unfair disaster and it'll cause more delays and arguments than actual playtime.  Imagine Simone on the sideline shitting his pants from yelling at the referee that the opposing GK held the ball for 9 seconds. Imagine all the players asking for a count and arguing when 8 seconds go by and a whistle doesn't come. Then there will be delays for the ref to explain why he didn't whistle. Yellow cards. Etc. 

This will NEVER work.

Anyway....this is the least of football's problems. If they want to fix time wasting or speed up the game, they can start in so many other places. The other day for example, Lazio took more than 3 minutes (between whistle and start) to take a free kick at the edge of Milan's box. Between arguing, ref drawing lines, then talking with players, and waiting....it took more than 3 minutes. And this happens regularly. Multiple times a game. 

But hey....let's come up with a dumb ass rule where we count 8 seconds for the GK

GKs were allowed to pick up a back pass with hand, and it was believed to be the main culprit that teams didn't want to attack. WC1990 was the "lowest point" because it produced the lowest goals scored per game, and since then, many rules started to take place to encourage attacking football (3 point per win started then; before that, it was only in UK) and limit GK's freedom, including some weird ones that may or may not stay.

If the GK had the ball by hand, then drop it to the ground, I believe that he is no longer allowed to use his hand to pick up the ball again. I don't know if this rule is still in place, but it seems that GKs don't do this anyway. 

If the GK held the ball and walked more than 6 steps, it would lead to an indirect FK in the box for the opponent. I believe this rule was later abolished. (This is somewhat similar to the 8 second rule? LOL.)

I'm surprised they didn't made it "if holds the ball for too long", where "too long" is left for subjective ref's interpretation.
More legal ways to influence the game Tongue
For example, handball works that way, ref have "discretionary right" to award ball to opponent if your attack takes "too long". And than you have situations where one team is interrupted after 40 seconds, while their opponent is allowed entire two minutes Big Grin
