I'm actually a lot more optimistic, so I'll disagree on that with. I think Italian football has some bright up and coming talents that are just entering their 20s or are in their early 20s.
The problem with the primavera is that at that age, you are going to have a lot of players that are simply not good enough and they never will be...which makes for some sloppy games.
The key is to incorporate the great young players with real professionals in maybe Serie B and than it won't look so bad. The idea of a Reserve league is very enticing, but it won't happen. Something that gives a bridge to the really good young players in the Primavera level before playing top level in Serie A. Something within the lines of a U23 Reserve League. Unfortunately, as much as I love Italy as a country, everything is stuck in time and everything takes ages to change over there. It's just the Italian mentality.
But the good players will sooner or later find themselves doing good things. The problems is that some of them will fall through the hands of the system and will lose themselves. You can only develop so much when playing with 18 year olds who are simply nowhere near your level. You need to play with better players to keep developing.
