What causes clubs to go to debt is CL with its TV rights and UEFA rules. If the diff of CL football or no CL football is not that great, teams probably won't be arming themselves every season to get to CL even if it means over inflating the market. The rumor 6+5 rule is also another reason why clubs are over paying for domestic players, thus inflating the foreign players prices, while also forcing teams to pay huge amounts for huge talents at a very young age in order for the home grown status.
For Italy there's a bunch more than one problem. I think Warro posted an excellent article on the subject.
A large part of the issue is attendance. In Germany they have full stadiums even in 2nd divisions games. Attendance generates good revenue for clubs and is part of the reason why Italy lost their CL spot.
