Berlusconi needs to invest or give up part, if not all, of the club. He can't be fired, while if he wants to stop losing money on Milan, he needs to invest in the club to rebuild it, but rebuild it as a business rather than a passion.
Like Sheldon said, Galliani still needs sacking though, he's wasted the resources available to him and has damaged the club to possibly an irreparable state. For example, this was the potential side that the club could have had today had some of the serious links made in recent years gone through or more patience shown(price in brackets):

That's probably not a side that will dominate CL, but it's without question a side that could dominate Serie A.
Darmian and Astori were Milan youth players. Darmian was considered a player with a big future when he broke through at Milan, even if there wasn't space at the time. Astori was actually in co-ownership with Cagliari until 2011. At that time, Milan sold their half for 3.5m, a time when Astori was a young and established Serie A CB. Even if the club dealt with them as co-ownership's, it wouldn't cost than about 6m to get both back to Milan.
I've left Pirlo at 0 as he was at Milan for a number of years and would have transitioned into a new generation. Likewise, Montolivo would still have been gotten for free.
Milan were favourites for Vidal, but decided against paying 2m extra and meeting Leverkusen's asking price. As for Pogba, he was seriously considered with Milan again one of the favourites, but the club apparently focused on getting Bakaye Traore.
Tevez is obviously a very well known case. I'm sure there are other forwards (don't forget Milan were favourites for Destro before Roma got him), but there was less certainty. Note the price Juve paid for Tevez is less than what Milan paid for Pazzini (7m plus Cassano).

Better yet, the price that Juve paid for Tevez was less than Milan paid for Matri wasn't it? We pretty much funded their top scorer by taking some deadwood off their hands.

Personally I can never forgive the club for letting Shevchenko go, and getting Oliveira as a replacement. Its been downhill since. We should have got Torres then, not now.
Making signings like Amoruso, Mancini, Emerson, and Matri. The club has a sickness, and I cant see it being cured while Galliani is here. The team is completely screwed and I cant see a way out unless some serious money is spent.

As much as I also want Berlu to leave the team, I think this team can still be fairly competitive as long as Galliani is replaced and a new mindset is implemented within the team. Berlu is full of crap, but he is not really that involved with the daily operations of the team. Looking at the way this team has been ran, with all the expensive contracts that has zero payoffs like Essien, Muntari, Bonera, Mexes, etc, I have a hard time seeing Berlu made all those decisions personally. Sure, he decided to cut down on investments to the team, but plenty of teams still have much smaller budget and did very very well with it.
Problem is, Galliani, as the actual leading man of the team, still fancies this team as a european powerhouse. He is still building this team like he has the budget of a Chelsea, Man City or PSG, going after the big names in the market for quick turnarounds. And when that money is not actually there, he goes and sign the big named has beens that costs nothing. The first step toward our success has to be a new mentality. We need to start acting like a mid table team that is trying to get to the top, because that's actually who we are. We have to stop paying wages to useless players; focus on youth and be disciplined with our business practices. Berlu is a problem, but having a team whose business model requires a sugar daddy every year isn't sustainable to begin with. And Galliani is one of the main culprits of that model being in place. Galliani has to go and he has to go soon, it's that simple.

This! G is the biggest problem for us. However B also made his worst decision last year when didn't accept G's resignation
People blame B for not pumping money into Milan. The truth is we don't need that. We generate biggest revenue every year in Italy. It was G who threw away those precious money out of the window

Shevchenko wanted to leave, but we probably should have forced him to stay (that was the first time we actually sold some big name for big money), or at least we should have charged much more money for him. 45M for the world's then best attacker was just peanuts. Were we linked with Torres back then? I don't remember, but apparently Ibrahimovic could have been ours if not for Galliani's hesitance. Seriously, Ibrahimovic could have easily filled the void and we instead of Inter could have dominated Italy for those few years.
