Yep, before the 2012-13 season this rule will be in place. Things really need to change, as money in football has become greatly inflated and pretty much every major club are in ridiculous debt, relying on their rich owners to bail them out.
Galliani can bemoan the fact this rule hurts Italian clubs, but in all honesty the Italian game can only blame itself. While English and Spanish clubs built and updated stadiums, marketed their game and made great efforts to raise the profile of their game, Italian football stagnated and never really moved with the times.
True, which makes it quadruply more disastrous for Italy. I agree that Italian clubs failed to keep pace, and they should have.
As for clubs being in ridiculous debt and relying on rich owners...Real Madrid and Barcelona do not rely on rich owners to bail them out. They work with perverse guidelines, incurring huge debts and, in the case of Real Madrid, asking either the government to bail them out (which they can given their clout), or resorting to creative accounting. They also have massive bank loans in place like Manchester United, for example.
At least clubs like Milan, Manchester City and Chelsea rely on cash from their owner, who is directly pumping money into the club rather than placing a burden of a high-interest loan upon his club.
At any rate, this move by Platini is not really about debt. I read the guidelines a while back, and I read them again recently. Debt is something that can be spread over a period of time, and, vaguely and maddeningly, if clubs show "steps in the right direction" to reduce it then they will be admitted into the CL.
The main concern is not being able to spend more than you earn on wages/transfers, and compared to Real Madrid, we earn nothing really. And an owner can only compensate for something like 40 million euros of losses for the first two years, which will eventually shrink to zero. This is what Galliani was really worried about.
I've had my problems with Galliani, but he has always tried to get us the most lucrative deals with sponsors. Beckham's signing was criticized but in a country where you can't even own your own stadium because city councils refuse to let go, these were necessary measures. It is not all the fault of Italian clubs. Collective TV rights aren't even a feature in Spain, but they are in Italy (even if they came into place after the upheaval of Calciopoli). Tax rates are something the clubs cannot control, and neither do they have any power over the strict stadium laws.
As our owner searches for excuses not to spend (don't forget that before this summer, we used to lament how Berlusconi was putting nothing into this club AND selling our best assets), Platini provides him with ready-made excuses. This move by Platini affirms the status quo. It doesn't promote parity. If implemented to the letter, this will have serious repercussions for Italy.

Can Berlusconi's company / company's sponsor Milan with huge money , then that's money they earn so money thay can spend ? I read a few month's back in the times that's what Mansour plan's to do with City , sponsor them himself and still spend huge and win nothing..lol

This is one possibility Jay Crisp. Finnivest is the owner of Milan, and they can technically inflate the sponsorship revenues. However, the problem is twofold:
1) Is Berlusconi willing to do that?
2) How strict will UEFA be? Will they disallow this kind of sponsorship?

Guys, this will happen if Financial Fair play comes to play. I am going to use Milan as an example.
1. Finnivest can sign a sponsor deal with Milan, which can be any amount. UEFA or any governing body can't do a thing about it, as it is completely legal. They could challenge the amount, but when it comes to marketing there is no set price.
2. Finnivest can sign any player, ie: Messi for 150mil. As Messi is now own by Finnivest, the company can dictate where to loan him and for how much. Milan got the loan and only need to pay certain amount back(like 10 Euros a month) to Finnivest. UEFA can't do a thing about this, as this is a deal between a private company with Milan.
3. Finnivest can organize a tournament in any City, ofcourse the tournament will be 3 local teams and Milan, while paying Milan 25mil for appearance on this tour along with all expenses pay. Once again UEFA can't do a thing.
Just read that 67% of Roma is sold at 70M euro, that can't be right, as it is very cheap for a club like Roma.

Thats's one reason why club's like Chelsea and Man City and Roma were bought.Put it this way Mansour bought City for about 40 million and has spent 300 million on players and plans to spend another 200 million developing the training ground and area around the stadium.so so far as I could see he has spent about 500 million , that is alot different to buying a club like Man Utd or Milan for almost 1 billion before you spend a penny on players , and in utd's case before you pay off almost another billion in debt.
That is a reason why it is financially easier to buy clubs hovering around champions league qualification and get them for alot less than the elite teams then spend 500 million over say 4 or 5 years.You still have not spent even close to what it is to buy Utd Milan Inter Munich Barca Madrid etc.
If the owners sponsor there own club there really isnt alot UEFA can do , they are telling them how many foreign they can have how much they can spend I don't see them saying who can and cant sponsor the club.

Exactly, Jay.
I just read what Berlu said to the new owner of Roma, telling him that running a football club is a losing business, as he never made a penny from Milan....
That is something that I can't believe, as those people who pay for these Football clubs ain't stupid as I am sure they are making money off the team, just won't be showing on the books thats all.
Take the Hicks for example, Pool was losing money for him every year but I think by the time he sold Pool, he actually made that all back and more.
Then you take Roman and Mansour for example, they already pumped in about 500Mil each on their respectable team, but if their team can continue success in CL, it is only a matter of time they can make that money back.

I agree it will be very hard for UEFA to scrutinize sponsors. Plus, clubs have cooked the books in many devious ways before.
But the question is Berlusconi's willingness. That for me is the big factor. Man City owners are willing. Moratti is willing. Let's hope Berlu is too.
Galliani and Berlu moaning about it is not a good start. But if they moan in public and buy us players, then I don't care about their bleating.

There is another questionmark if Berlu will be willing to invest.
Lately he said that he will stay as a prime minister till the end of this legislation, but will not run the next election.
So if he stops from politics, will he continue to pump millions of euros in Milan?????
Today he said that at this moment there will be no more investments in Milan as he already invested 70 million.

with this new rule coming into play, its up to every seria a club owner to make quick moves to keep their teams in a healthy financial state. idont worry to much because we have the pm of italy as our owner, as much as you may not see it berlu is a very very smart and powerful businessman. hes not the richest owner of a club because there are people like abramovic, but galli nd berlu are very smart people hopefully they find the right idea
