With Romagnoli, I think what it comes down to is that the club feels there is a real possibility of getting him, hence they are continuing to negotiate for him. I'm not sure if they should continue or not based on the rumoured price, as right now I don't really know what stage negotiations are at and it's very difficult to tell if the new offers are likely to convince them or not.
What I do know is that Romagnoli is young, of a high quality, comes with a certain level of guarantees having played under Miha last season and looks set to have a future as a valuable player in Italy and for the national team.
With that in mind and with the belief that the club must be feeling they are making headway given they haven't balked at the asking price, I'd continue pursuing him. It seems that he's considered a valuable piece for the new project, so it only makes sense to try and commit to sealing the deal. Laporte has been the alternative, but costs much more.
The only other possibility is Maksimovic, who at this point I think is coming in with less guarantees (having not worked with Miha before) and less potential for growth, even if the cost is a little lower, even then I don't see him coming for under 15m. I'd consider a push for him if the Romagnoli deal falls through.
somedevil, I don't really understand Thiago Silva's agent either. It's pretty strange he suddenly keep talking about Milan.

Are we in a position to choose between them? I don't really think so... And I would not pay €30 million for all of them either.

I don't get what you mean here. According to what's been said, the value to get these players is:
Romagnoli - 30
Silva - Unknown, but expected to be well over 30
Laporte - 50
Maksimovic - Unknown, but most probably less than 30
Hummels - 40+
So for 30, the only option is either Romagnoli or Maksimovic (I choose Romagnoli).
If your question is who I want regardless of price at this point, my order would be:
1) Laporte
2) Silva
3) Hummels
4) Romagnoli
5) Maksimovic
My reasoning is that Laporte for his age is already an excellent defender, would be a purchase for the future and has the ability to lead the backline even at a young age. Silva and Hummels are guarantees in defence for the next 3-5 years and would immediately improve the side, though I consider Silva a little better so he gets the nod. Romagnoli is a potentially excellent defender with a year or two in Serie A now. Finally, Maksimovic is another who has had a couple of years in Serie A who also has a lot of potential.
While that is the order I choose, I think any one of the 5 would be an excellent purchase for the right price. I also think the club need to sign 2 quality CBs, as it's an area that's really just lacking at the moment. However, unless 1 of those is Maksimovic (who I assume is going to cost around 15m), it wouldn't be 2 from that list.

I'd rather have Garay and Nastasic as a defender duo at the back. Especially Garay will be a great addition.

We can't sign Nastasic due to his non-EU status. I also heard Real Madrid want to bring back Garay if Ramos leaves for Man United.
