What it can stop is purchasing the club with club's own money, like when Glazers took over ManU with the money they got from the bank loans, and then made ManU pay off those loans.
From what I remember there is a specific section in regards to this in that the winning bid has to be within a certain percentage of market rates to stop massive cash injections. For example if we had advertising bids from other companies worth 50m, Finivest could only offer a winning offer of no more than 75m.
I'm sure there are other ways around it though...
