you are counting double taxes. gross = nett + taxes.

Milan and Mexes did agree on 4mil salary but it is 4m net/after tax for Mexes. In order for Mexes to have a net salary of 4mil, Milan needs to pay him 8mil, 4 mil to MExes and 4mil for tax.
since the taxes are calculated from the nett, that would mean that in italy taxes are 100%?
for example: my salary is 1000€. since taxes in bosnia are about 70%, i'm costing my company about 1700€ a month. As opposed to 3000€ a month which would be the case based on your formula.
