Real Madrid have nothing to lose by waiting for the best offer. If they value him at €50 million and we're only prepared to pay €30 over several years, why would they jump at it? The only chance we have is that Ceballos had his heart set on Milan.
According to @Gazzetta_it, while Roma's contract offer to Veretout was better than Milan's, the Rossoneri are not out of the race for the Frenchman yet as he has expressed interest in Milan's project.
